Community LINC has been serving the community for over 35 years with the mission to end homelessness in Kansas City for this generation and the next. Community LINC meets with families to create a targeted plan to remove barriers and locate permanent housing.  In addition, Community LINC offers wrap-around services like financial literacy, budgeting, employment coaching, children’s programming and intensive case management to ensure long-term success for families.

 

Reporting to the Chief Executive Office, the Director of Programs & Compliance will be responsible for the programs’ operational success with an emphasis in areas of team management, program delivery, quality control and evaluation along with strengthening relationships with internal and external stakeholders enhancing collaboration, cooperation, and connections. The Director of Programs & Compliance will develop, implement, and evaluate programs for direct services, emergency assistance, navigation/outreach, and wellness and counseling.  You will work with the staff to develop objective performance measurements across all programs aligned to Community Linc’s strategic goals and outcomes.  Working closely with colleagues (Directors of Development, Director of Staff Education & Strategy, Director of Operations) and the CEO, you will effectively advise the best course of action for short-term and long-term objectives including clientele and staff engagement, grant and program compliance, along with effective resource management.

 

Previous program experience in the non-profit space (social/human services) along with knowledge of homelessness, housing, federal/state grants, and related compliance practices/procedures will be helpful as you lead the varying functions in this role.  Your background in social work, case management, and/or homelessness accentuates your big-picture thinking and tactical contributions for the organization. The Director of Programs serves in a key capacity working with the CEO and Board.

 

Core Responsibilities

Program Leadership

  • Develop, lead, and implement Innovative homeless housing programs and outreach assistance that provides inclusive services to clientele
  • Ensure meaningful programs supported by an implementation plan with milestones defined
  • Develop and implement strategies that will optimize the synergies among program areas including the best use of resources
  • Acts as a communications liaison between Community LINC and area community groups to develop and expand program initiatives. Responsible for managing expectations of both internal and external stakeholders including community relationships

 

Program Compliance

  • Provide program oversight by ensuring compliance with terms and conditions of the federal and state grants and applicable regulations
  • Prepare, and manage program audits related to program expenses, delivery and execution.
  • Work closely with grants manager for budgeting and reporting monitoring the status of each program through its program life cycle from budget to close out
  • Provide oversight of the day-to-day program activities of Community LINC including appropriate documentation for compliance, regulations, and government grant compliance

 

Team Management

  • Directly supervise program staff team of 8 providing guidance, support, and team development
  • Provide agency-wide coaching to support team, performance development and outcomes, along with best practices consistent with agency focus and goals
  • Ensure the housing programs are well-staffed with adequate resources for clients & participants
  • Ensure each staff member is complaint with required compliance documents, recordkeeping including data entry into case management systems
  • Ensure Community LINC reaches measurable operations goals and consistently demonstrates adequate progress toward longer-term goals
  • Research and inform CEO of policy and funding changes that impact the organization

 

Qualifications and Success Factors

The Director of Programs & Compliance will be energetic and passionate, with a track record of achievement in previous leadership roles in non-profit organizations.

 

Minimum Qualifications

  • Bachelor’s degree in social work, non-profit management, human services, or other related field; Master’s Degree desired preferably in Social Work
  • Minimum 7 years progressively responsible work performance in the areas of case management, human services/housing programs, and/or program management or delivery of housing/social services.
  • Management experience in a nonprofit setting, preferably with a direct services team
  • Passionate about serving disenfranchised communities with ability to work among diverse clientele and working styles; effective listener who can manage expectations and provide results
  • Demonstrated success in collaboration, project management, and the ability to work in an under-resourced environment through flexibility, adaptability and the capacity to drive multiple work streams towards deadlines and juggle changing priorities.
  • Results-driven with experience driving operational excellence. Operational experience including systems, data-driven reporting, and cross-functional management and collaboration.

 

Preferred Qualifications

  • Operates with a growth mindset. Has a receptivity to feedback, a willingness to learn new methods, and the ability to maintain a calm, professional demeanor regardless of competing demands and external pressures
  • Experience in direct client services, social work, case management, and/or with clinical background desired. Expertise in housing or homelessness preferred.
  • Acute attention to detail coupled with the ability to think and act strategically.
  • Can orchestrate multiple activities at once to accomplish a goal; use resources effectively and efficiently; and arrange information and files in a useful manner.
  • Effectively prioritize work and meet deadlines; manage multiple assignments in an organized approach; respond quickly to requests for information and assistance
  • Demonstrated communication and interpersonal skills with board members, client participants, colleagues, and community members with the ability to work with people from diverse backgrounds
